Filter/Liquify. Then try the Forward Warp Tool (W) on each side or Pucker Tool (S) completely surrounding the heavy areas. With a little practice you can actually make people look pretty good.How do you make a fat person thin in photoshop?
if you wanna make it look like the person is originally skinny then it is impossible. if you wanna make it look obvious you photoshop you can play around with the stretch and skew as well as some other plugins
It's actually quite difficult, but definitely not impossible as the previous poster said. I'm no expert, but there are a LOT of steps involved, and it's quite time consuming.
