How to make pictures look like the ones on SNL on photoshop?

I wanna know what kind of process that they use to make the pictures of the hosts.

Please Help.How to make pictures look like the ones on SNL on photoshop?
It doesn't look like they have done anything special. Just removed the background and then filled the space with a colour and added text?
