Yes, working from a scan you can make line art with the pen tool or simply a lot of patience and trial and error with freehand tools to produce good artwork.





It is also possible entirely by mouse, although it takes a lot of patience. A common technique for mouse artists is to produce a very rough sketch from scratch in photoshop, and then work on another layer to produce more steady strokes, knowing what they're aiming for from the initial sketch. It is difficult and requires practise, but is certainly possible. (Pixel artists do this as well, though their colouring method is obviously different.)





If you are serious about digital painting and you do have some money to invest in a tablet, I would recommend getting one however. Whilst Wacom is an expensive brand, you can buy lower quality tablets from about $50 ($100 for a larger one) and they make digital artwork faster to produce. Whilst Photoshop is pretty usable with a mouse, you can't really get much out of the amazing tools Painter offers unless you have a pressure sensitive tablet.





At the moment, I'd suggest you try working with a mouse for awhile, in order to teach yourself how to use the programs and get some practise. If once you have an idea of what you are doing, you want to keep going and producing more digital artwork, you can look into whether it would be worth investing in getting a tablet- if you have the money to get one and you produce art frequently, it will probably be worthwhile.
