Yes :D Go to Filters---%26gt;Stylize----%26gt;Emboss adjust the angle u want the image but the colours get messed. So U can adjust the colour if u can by going to Image---%26gt;Adjustments---%26gt; and then check which one u can play around with.

If you are speaking about the type that is red and blue and requires special glasses, Irfanview.com has that in it's program.

i'm not exactly sure how you mean by 3d, but you could try dodging and burning the high and low lights to really make the picture pop a bit more :P
